The Centre were established alongside 12 other Cultural Industries Centres, the Makurdi Centre is located at the Ministry of Culture & Tourism, Aminu Isah Kotangora theatre complex, kilometer 4, Aliade road, P.M.B 102018 Makurdi, while the Otukpo centre is located at Otobi-Akpa Otukpo.  These centres were established by the Ministry in order to assist in poverty reduction as well as contribute to national growth and development. Parts of the strategies to main stream cultural industries to national economy are training, retraining, skills acquisition and capacity building programs for empowering the youths and women in their various communities. Capacity training such as hair making, tailoring/fashion designs, Pottery, Tying and dyeing etc were usually carried out at these centres. At the establish of these Centres, the Ministry was responsible for equipping the centres with Sewing Machines, Potter Wheels, Dyeing pits, Borehole, Overhead Tank, Ceiling Fans etc.
