Procurement
The procurement department is responsible for processing of the Ministry’s procurement of Works, Goods and Services. It reports to the Permanent Secretary on all issues relating to the procurement of projects, as provided in the Public Procurement Act, 2007.
FUNCTIONS
The function of the Department includes the following:
- Serving as the Secretariat of the Ministry’s Procurement Planning Committee (PPC) and Ministerial Tenders Board (MTB)
- Handling and Co-ordination of all Capital and Recurrent Procurement of Goods, Works and Services
- Processing to the Bureau of Public Procurement (BPP), all procurement of Goods, Works and Services requiring Due Process Certificate of “No Objection” for approval, where applicable
- Liaison with BPP on all Procurement issues on behalf of Ministry
- Processing of the Ministry’s contracts to the Federal Executive Council for approval, where applicable
- Yearly submission of Procurement Records to National Assembly and other Federal Government Agencies
- Provision of Oversight functions on the procurement activities of the Ministry’s Parastatals, including Procurement Audit and Monitoring of Implementation of all contracts/Projects approved by the MTB and FEC
- Assessing the procurement needs of the organization;
- Designing the procurement plan and strategies
- Analyzing cost implication of the proposed procurement plan;
- Developing policy guidelines on the award of contracts;
- Assembling and collating briefs on contracts from various departments;
- Receiving bids documents from contractors;
- Examining bids documents to ensure conformity with the conditions stipulated in the Public Procurement Act (PPA) 2007;
- Evaluating bids to ensure value for money;
- Maintaining records of the processing of the Ministerial Tenders Board meetings;
- Forwarding of approvals of the Ministerial Tenders Board to the Minister;
- Conveying award of contracts to successful bidders
- Collating statistical information on tenders and award o contracts for use in planning and research;
- Liaising with stock verifier and user-department/ units to ensure that works/Goods/Services delivered are in conformity with specification and contract terms;
- Any other duties/functions that may be assigned from time to time
