IBIENE PATRICIA ROBERTS, SPHRI, FNMI, OON was born on 27th March, 1965 in Lagos Nigeria, an indigene of Okrika Local Government in Rivers State. She had her primary education at Premier Day School between 1970 to 1976, Secondary education at the Federal Government College, Ijanikin, in Lagos State before she proceeded to the University of Benin were she bagged a degree in History between 1983 and 1987. She further obtained Diploma in Human Resources from the National Open University in 2014.

She started her career life in the Federal Civil Service as Personnel Officer II with the then Federal Ministry of Power and Steel in 1989. In the course of her meritorious service, Ibiene Roberts has attended several technical and management development courses at local and international levels.

Ibiene P. Roberts took part in the development of several Policies including the Strategic Health Development Plan and Coordinated the National Council on Health as an Assistant Director to Director, in the Planning, Research and Statistics Department.

Ibiene P. Roberts had delivered on various Ad-Hoc responsibilities in the past such as serving as the Secretary to the Committee on the Study Tour of the Public Service Reforms (Team C Asia/ Pacific) in 2006, developed a Template and Trained Officers on the Annual Operational Plan as well as developed a Handbook/Guideline on the National Council on Health.

In 2019, Ibiene P. Roberts became the Director of Infrastructure Management Department of the Office of the Head of the Civil Service of the Federation (OHCSF) were She worked tirelessly to deliver on the rehabilitation of the Phase I and II of the Federal Secretariat Complexes, as well as worked with the Federal Ministry of Environment to decontaminate all Federal Government structures and infrastructure during the COVID 19 pandemic.

Interestingly, Her unique trait was identified by the Head of the Civil Service of the Federation on her quest to making more impact, which led to her been selected as the Team Lead of the Project Management Team (PMT) on Innovation. It is to the credit of her sagacity and leadership tenacity that the Innovation Team she led, birthed the maiden edition of the Federal Civil Service Innovation Competition between 29th June and 7th August, 2020 where many hardworking and deserving Civil Servants went home with various prizes and this was the first of its kind.

On appointment by Mr. President as a Permanent Secretary, she was deployed to Special Duties Office of OHCSF and later deployed to the Federal Ministry of Special Duties and Inter-Governmental Affairs, She count it as special double blessings.

Her other numerous achievements while serving at the Federal Ministry of Special Duties and Inter-Governmental affairs as Permanent Secretary Include but not limited to:

  • Successful Hosting of the year 2022 National Honours Award ceremony, were 447 distinguished Deserving individuals were honoured.
  • Developed and launched the maiden edition of Standard Operating Procedures (SOP) Manuals, Rewards and Recognition Handbook, and Newsletter for the Ministry.
  • Procurement of staff Welfare Vehicles for the Ministry.
  • Bridging the gaps between the Parastatals under the Ministry with the National Assembly.
  • Implementation of the FCSSIP25 Program in the Ministry
  • Establishment of a library unit for the Ministry
  • Establishment of an ICT data Centre in the Ministry

Ibiene P. Roberts who is a team player with dynamic personality has is a member of the Nigeria Institute of Management (NIM) and Chartered Institute of Personnel Management.

She also served as a member of the Committee on the Review of the Public Service Rules and Scheme of Service among many others.

Ibiene P. Roberts who is passionate about humanity has made impacted the lives of the younger generation as a legacy she stands on. Her hobbies include reading, Creative thinking and singing of Gospel music.

In recognition of her contribution to Public Service and National Development, she is being conferred with the National Honours Award of Officer of the Order of the Niger (OON).
